The Utopia Project is a private project currently in development by a group of the best PSP coders. Not much information has been released as of now, but one hint is that "it may render SCE kernels for homebrews obsolete". I'm not sure what this means yet, but it sounds like they've made quite a breakthrough.
As for bringing the 1.50 kernel to the Slim, it's currently possible as hibari.prx (the display driver prx on newer Sony firmwares) has been fully reversed and coded for 1.50. If you recall, hibari.prx first made its appearance in Despertar Del Cemeterio v3, where it was used to allow screen display on the PSP Slim while unbricking.
However, this won't be happening for a few reasons, which basically point to the 1.50 kernel as being outdated for the PSP Slim. As you know, the PSP Slim has TV-Out and an extra 32MB of RAM, which cannot be used on the 1.50 kernel.
